The non-commissioned naval officer who forced new conscripts on his training program to drink his diluted semen has been detained for 30 days and his two immediate superiors are being disciplined.

The incident took place last October, during a training session for a group of new conscripts at the Sattahip naval base in Chon Buri province.

Vice Admiral Pokkrong Monthatphalin, spokesman for the Royal Thai Navy, said today (Saturday) that the panel investigating the incident had found Petty Officer (second class) Thaksin Ngokpilai, a drill instructor attached to the security regiment of the Marine Corp, guilty of the alleged misconduct and agreed to detain him for 30 days, as his actions have seriously tarnished the image of naval officers as a whole.

As a result of the detention order, Pokkrong explained that, and according to the RTN regulations, Thaksin will be dismissed from the service after he completes the detention term.

As for Thaksin’s two immediate superiors, he said that they were ordered to observe the so-called “thamrong winai” punitive measure for seven and 15 days respectively.

“Thamrong winai” includes having the head shaved, doing menial work, walking long distances with a heavy backpack or running with weights.

Last December, Navy Commander-in-Chief Admiral Somprasong Nilsamai and Vice Admiral Naruedol Kerdnark, commander of the Sattahip naval base, had their heads shaved to uphold “thamrong winai” and to show accountability for the alleged misconduct of Lt Alongkorn Ploddee, director of the Real Estate Division at the naval base, who had allegedly been involved in quarrels with other people and allegedly made false claims of connections with high-ranking officers.
