House Speaker Wan Muhamad Matha is ready to call a special House sitting for MPs to vote for a new prime minister, if a political camp manages to secure sufficient parliamentary support to form a new government, according to Chalard Karmchuang, the second deputy House Speaker.
Meanwhile, Arpath Sakanan, secretary-general of the House of Representatives, said today that a special House session has been set for September 3rd to 5th, to deliberate several pending bills.
He said that, if the government and opposition whips want a special sitting to be held, to vote for a new prime minister during the special session, they can do so by informing the secretariat of the House to make the arrangements.
In such a case, he said the whips must inform the House secretariat by September 2nd, so that the vote for the new prime minister can be held on September 5th.
In the meantime, Secretary-General of the Council of State Pakorn Nilpraphan said that the caretaker prime minister is not authorised to dissolve Parliament, as this power is reserved exclusively for the prime minister, excluding any acting or caretaker prime minister.
He said that the Pheu Thai-led caretaker Cabinet is, however, fully authorised to perform the duties of a Cabinet, because parliament has not yet been dissolved.
He explained that, in the case of a House dissolution, there are a few things that the caretaker government cannot do without permission from the Election Commission.
The Cabinet is scheduled to select a caretaker prime minister today.
