Borwornsak Uwanno, a constitutional law expert, has agreed to serve as deputy prime minister in charge of legal affairs in Anutin Charnvirakul’s administration.
Borwornsak said he decided to join the incoming government because he admires Anutin’s determination to include experts from outside politics, according to the ISRA news agency.
Receiving a royal scholarship to study in France, Borwornsak, 71, earned a bachelor’s degree, a master’s degree and a doctorate from Université Panthéon-Assas, Paris II, which is world renowned for its excellence in law.
He was a member of the 1997 Constitution Drafting Assembly. In 2003, he became Secretary-General of the Cabinet under former PM Thaksin Shinawatra.
He has played a key role in drafting Thailand’s constitution on multiple occasions.
Anutin agreed to the People’s party’s conditions in exchange for its support of his premiership candidature. One such condition concerns constitutional amendments. If the Constitutional Court requires a referendum before any amendment of the charter,
Anutin’s Bhumjaithai party and its coalition partners must hold a plebiscite on a comprehensive constitutional rewrite no later than the next general election.
If the Court does not require a referendum, the government must initiate the legislative process to draft a new constitution, through an elected assembly of charter writers, within the tenure of the current House of Representatives.
