The Administrative Court has issued a restraining order, instructing the mayor of Bang Rak Pattana municipality in Nonthaburi’s Bang Bua Thong district to stop an elderly woman feeding pigeons, because the birds are causing a nuisance.
The court ordered that feeding of the birds must cease within 15 days or the woman may face imprisonment for three months and/or a fine of 25,000 baht if convicted.
Srisuwan Janya, president of the Anti-Global Warming Association, said today that residents of a community in Rungruang Soi 5, in Bang Rak Pattana sub-district, have been complaining for years about the nuisance caused by hundreds of pigeons.
Bird droppings have stained their cars, trees and clothes and expose them to the risk of bird flu and other diseases, he said, adding that the residents blame an elderly woman, identified as “Prapaisri”, for regularly feeding the pigeons.
Municipal officials and local police have visited the community and ordered Prapaisri to stop feeding the birds, said Srisuwan, adding that the woman stopped for a couple of days, only to start feeding them again.
Desperate to resolve the situation, he said residents came to him for help. So, he filed a lawsuit in the Administrative Court, accusing the mayor of failing to take legal action against Prapaisri, in accordance with the Public Health and the Communicable Diseases acts.
The Bang Rak Pattana residents were reportedly jubilant when told of the court’s restraining order, according to Srisuwan.
