฿1.57B spent on Bangkok’s water pumps, drainage over past 8 years

The Bangkok Metropolitan Administration’s (BMA) spending on all aspects relating to water pumps, including procurement and maintenance, over the past eight years, amounts to about 1.57 billion baht.

The spending is spread over multiple units at the City Hall, among them are the district offices, the Department of Drainage and Sewerage, the Department of Public Works and Town & Country Planning, the Department of City Planning, the Health Department, the Office of the Permanent Secretary and the office in charge of pawn shops.

There were 988 projects related to water pumps during the period. 619 of them were initiated between 2018 and 2021 and were worth about 1 billion baht.

2019 appeared to be the most expensive, with about 647 million baht being spent, accounting for 68.3% of all money spent on such projects. The number of the projects was also the highest, representing 62.7% of all the projects over that period.

The Department of Drainage and Sewerage, directly responsible for sewage draining and flood prevention in the capital, is the biggest spender. The department has spent 928 million baht to procure 131 water pumps over the 8-year period, with 583 million baht spent in 2019 alone. This suggests that the department spent around 7 million baht on each pump.

During the eight years, 482 water pumps have been purchased under 73 projects, estimated at around 1.15 billion baht. The pumps procured are divided into diesel engine powered, worth about 920,000 baht each, and hydraulic mobile engine systems, which are estimated at about 10 million baht each.

Since 2015, there have been 444 maintenance projects, 398 of which were undertaken by the Department of Drainage and Sewerage. 806 water pumps have been repaired at a cost of about 194 million baht.

The areas which have seen the highest number of pump maintenance projects and associated costs are at Khlong Bang Sue and Khlong Phra Khanong pumping stations, estimated at eight million and seven million baht respectively. Another is the Phra Khanong tunnel pumping station, which cost 19 million baht to maintain in 2019.

The second highest spender was the Department of Environment, spending more than 1 billion baht, including about 753 million baht in 2020.

Of the 50 districts in Bangkok, the top five spenders on their drainage systems, because they are located next to the Chao Phraya River and the network of canals linked to it, are:

  • Yan Nawa district, 130 million baht.
  • Bang Sue district, 124 million baht.
  • Bang Kho Laem district, 120 million baht.
  • Bang Khae district, 100 million baht.
  • Bangkok Yai district, 77 million baht.
